چکیده

T he 2013 Interagency Working Group on the Social Cost of Carbon (IWG) updated the U.S. social cost of carbon (SCC) for 2015 from a central value of $24 to $37 using three integrated assessment models (IAMs): DICE-2010, FUND 3.8, and PAGE09. The SCC is the additional economic damage caused by one ton of carbon dioxide. While some have questioned the increase in the SCC as too high, a thorough examination of the latest scientifi c and economic research shows that $37 should be viewed as a lower bound. This is because the studies available to estimate the SCC omit many climate impacts—eff ectively valuing them at zero. Where estimates are available for a given type of impact, they tend to include only a portion of potential harms. This paper represents the fi rst attempt to systematically examine and document these omissions for the latest versions of the three IAMs used by the IWG, as well as earlier versions when they are used in calibrating the updated models. The table on the following page summarizes hot spot damages including increases in forced migration, social and political confl ict, and violence; weather variability and extreme weather events; and declining growth rates. A better accounting of catastrophic damages is also needed, as well as many other impacts. While there is a downward bias to the U.S. SCC estimates due to these omissions, the Offi ce of Management and Budget (OMB) and other executive branch agencies should move forward to fi nalize proposed rules with the 2013 IWG’s current SCC estimates, as measuring at least some of the costs of carbon dioxide is better than assuming they are zero. At the same time, the OMB should more thoroughly document downward biases of the current U.S. SCC estimates, potentially using this report to list in detail all of the currently omitted damages. Cultural and Social Enigmas: Missing Pieces of Food Security

The growing attention in food security has suggested many approaches to develop a society free from hunger and malnutrition. Methodological approaches are mostly used to overcome the challenges of food security, but food insecurity is more than mere availability and access to food. Cultural and social dimensions and their intricacies to achieve food security are mostly missing from the lite...

Risk Premia and the Social Cost of Carbon: A Review

Reducing greenhouse gas emissions not only lowers expected damages from climate change but also reduces the risk of catastrophic impacts. However, estimates of the social cost of carbon, which measures the marginal value of carbon dioxide abatement, often do not capture this risk reduction benefit. Risk-averse individuals are willing to pay a risk premium, an additional amount beyond the differ...

The Social Cost of Carbon in Iran: Concepts and Results from the DICE-2016R Model and Alternative Approaches

The purpose of this paper is to study The social cost of carbon (SCC) is an important concept for understanding and implementing climate change policies, In Iran using economic data of the time period (1390-1395). This term represents the economic cost caused by an additional ton of carbon dioxide emissions or its equivalent. In this study three approaches to investigate and compare the result...

Climate Risks and Carbon Prices: Revising the Social Cost of Carbon

The social cost of carbon – or marginal damage caused by an additional ton of carbon dioxide emissions – has been estimated by a U.S. government working group at $21/tCO2 in 2010. That calculation, however, omits many of the biggest risks associated with climate change, and downplays the impact of current emissions on future generations. Our reanalysis explores the effects of uncertainty about ...

The Influence of the Specification of Climate Change Damages on the Social Cost of Carbon

Drawing upon climate change damage functions previously proposed in the literature that we have calibrated to a common level of damages at 2.5 C, we examine the effect upon the social cost of carbon (SCC) of varying the specification of damages in a DICE-like integrated assessment model. In the absence of risk aversion, all of the SCC estimates but one agree within a factor of two. The effect o...
